Every vehicle has its own registration and insurance rules.
Imports, speed pedelecs, classic cars, trailers, taxis, leases, trade plates, company vehicles: these situations fall outside the standard framework. Pick yours.

Before Belgian registration, three things: the certificate of conformity, the roadworthiness test and the vehicle's customs clearance.
- → European certificate of conformity. The COC is provided by the seller.
- → Roadworthiness test. Compulsory before registration: the test centre stamps the pink form. There is only one roadworthiness test in Belgium. Book in Wallonia, Brussels or Flanders.

Customs clearance. Clearance is handled by Customs and Excise, which issues the E705 signal. That signal certifies that the vehicle's position is in order, in particular for VAT if the vehicle is new for tax purposes, meaning less than six months old or under 6,000 km.Procedure and forms: Customs and Excise and
- → The pink form is still required. The E705 signal attaches to it, it does not replace it.
- → Only then. Insurance sticker, then registration.
We insure the vehicle as soon as the import is cleared, and prepare the registration file.
Insure first, register afterwards
Whatever the case, the logic does not change: the DIV will not register a vehicle without an insurance sticker. The one notable exception is the speed pedelec, where cover is not legally required, which does not mean you should go without.
-
OClassic car
From thirty years, less frequent roadworthiness testing and often a much lower premium.
-
QTrailer over 750 kg
Its own plate, registration at the DIV and separate liability cover, compulsory.
-
SPSpeed pedelec
Registration compulsory, helmet compulsory, insurance strongly advised.
What changes, and the step that blocks
- EU importCustoms clearance (e705), roadworthiness test, original foreign certificateStandardCustoms clearance is compulsory even from the EU. VAT if the vehicle is new for tax purposes (under 6 months or 6,000 km).
- Non-EU importCustoms clearance, then regional approval (SPW, Brussels Mobility or Flemish authorities)StandardWithout approval, no test centre issues the form.
- Speed pedelecSeller's certificate of conformity (COC)S-POnly vehicle for which the DIV does not require a sticker. Helmet, minimum age 16.
- Moped, motorcycleSecond-hand roadworthiness test for motorcycles over 125 ccM, S-A, S-B, S-USince 1 August 2025, a category L vehicle of up to 125 cc already registered in Belgium goes straight through WebDIV.
- Classic vehiclePrior classic-vehicle roadworthiness testO30 years (25 for category L). Classic mention in box X13. No home-to-work journeys.
- TrailerOver 750 kg: full roadworthiness test, then weighing after registrationQ750 kg or less: no registration, reproduction of the towing vehicle's plate.
- Van, utility vehicle, motorhomeRoadworthiness test and weighing after registration, before use on the roadStandardSecond-hand motorhome: two visits, before the sale and after registration.
- Taxi, chauffeur-driven hireRegional operating licenceTX / TLTwo insurance stickers. Private liability cover does not cover paid transport.
- Trade or test plateProfessional file at the DIVCommercialGreen form, €100 fee on top.
- Company vehicleCompany number and authorised representativeStandardA private plate is never transferred to a company.
One single roadworthiness test. Import, second-hand, classic vehicle or trailer: the same Belgian test centre inspects the vehicle and stamps the pink form. To book the roadworthiness test in Wallonia, Brussels or Flanders.
WebDIV or counter? Most files go through WebDIV, via your broker. If a special file has to go through a DIV counter by appointment, the plate is still not handed over there: it is delivered to your home by bpost, as in the standard procedure.
Six common traps
- Buying outside the EU without thinking of approval
Customs clearance is not enough: regional approval comes before the roadworthiness test. Allow for it.
- Thinking an EU import escapes customs
Customs clearance, via e705 or a customs office, is compulsory even from a neighbouring country.
- Towing the trailer before weighing
Over 750 kg, weighing follows registration but comes before use on the road.
- Commuting in a classic car
The O plate forbids any home-to-work or home-to-school journey. One check, and the advantage is gone, along with the insurance.
- Carrying paying passengers on a private policy
Refusal to pay out after a claim: you need a taxi policy and the regional licence.
- Forgetting the classic mention in box X13
Without it, no O plate: a new visit to the test centre.
Your questions about special cases
-
Can I use my classic car to get to work?
No. The O plate rules out any home-to-work or home-to-school journey, commercial use and paid transport. Leisure driving, on the other hand, is unrestricted.
-
Does my 600 kg trailer need separate insurance?
No. Below 750 kg it carries a replica of the towing vehicle's plate and follows its liability cover. We still check that your policy covers towing.
-
Do you need to insure a speed pedelec?
It has not been legally compulsory since 2019 in most cases, but your liability is undiminished. At 45 km/h an accident with a pedestrian is very expensive: we recommend it every time.
-
Who has to sign the form for a company vehicle?
An authorised representative of the company, with their name in capitals next to the signature, and the company number in the legal-entity section. The box-by-box detail is in our guide
-
I am buying a car in Germany: what do I need to do?
Three steps before the DIV: customs clearance (e705 application or customs office), the roadworthiness test, where the centre issues the pink form, and handing over the original foreign registration certificate. VAT is only due if the vehicle is new for tax purposes: under six months or under 6,000 km. Only then: insurance sticker and registration.
-
Is there a special roadworthiness test for imports?
No. There is only one roadworthiness test in Belgium: the centre inspects an imported vehicle like any other and stamps the pink form. Only the reason for the visit changes. To book the roadworthiness test in Wallonia, Brussels or Flanders.
-
From what age can a vehicle get an O plate?
30 years, with a prior classic-vehicle roadworthiness test. A 25 to 30-year-old vehicle already on an O plate can keep it with the same keeper, and category L vehicles (motorcycle, moped, quadricycle) qualify from 25 years.
-
I am taking over my vehicle at the end of a lease
The leasing company was the keeper: it is a change of keeper. The vehicle is registered in your name, with a new insurance contract: the lease one does not follow you.

We know the rules, and the insurance that goes with them.
Classic cars, trailers, taxis, company fleets: these risks cannot be placed with just any insurer. We put in competition the ones that genuinely accept them.
