The three papers that block everything

The roadworthiness-test stamp
On the pink form, for a used vehicle. Without it the application is refused: check it before you pay for the vehicle.

The Car-Pass
Compulsory for every second-hand sale in Belgium. Without it you have no guarantee on the mileage.

The insurance sticker
It is the paper that triggers registration. It comes after the review, so the insurance is settled before the plate.
Each document, how long it is valid, and what gets it rejected

The boxes that make the difference
- Box A: plate available
YES and your current number if you keep your plate: about €24 saved.
- Box X3: plate format
Standard (52 × 11 cm), square (34 × 21 cm), motorcycle (21 × 14 cm) or moped (10 × 12 cm).
- Box X10: phone and email
Recommended by the DIV: the file moves faster and express delivery becomes possible. Also for special mentions: transfer, proxy, format.
- Box X12: the reference
To track the file on My vehicle, my plate; asked for when booking a DIV counter appointment.
- Box X13: test date

Five common traps
- Paying before checking the form
The test-centre stamp and the date in box X13 are checked before you pay.
- Accepting a photocopy of the foreign certificate
The DIV wants the original: with a copy, the file takes weeks.
- Leaving without the seller's last certificate
Or their police certificate if they lost it: get it sorted before the sale.
- Forgetting the Car-Pass
Compulsory for every second-hand sale; it protects you against mileage fraud.
- Writing on the back or crossing out
The form is scanned: capitals, one letter per box, front side only.

Do I have to send you all these documents?
No. Only the ones marked “send it to us” are useful to us: the pink form and, if you want comprehensive cover, the purchase invoice. The rest stays with you.

How long is the pink form valid?
Two months from the roadworthiness test. Check the date in box X13 before starting the process.

What if the seller no longer has their registration certificate?
They must hand you their last registration certificate or, if they have lost it, a police certificate issued just before the sale.

Where can I find the detail of each box on the form?

Is the registration certificate proof of ownership?
No. It even states that it is not proof of ownership of the vehicle. Proof of ownership is the invoice or the sale agreement.

What do I do with the two parts of the certificate when it arrives?
Cut them apart: the vehicle part stays in the car, the home part stays at home. The two-part certificate has existed since 2013.
